The duration of time needed for enough photons to enter your eye depends on where in the world you live, and what the weather is like that morning. Somewhere between 10-30 minutes. You have to judge it.
With the low wave light, at a low angle in the sky, your body will then begin a complex chain of events that will ensure you feel sleepy later on that evening. It will also ensure a greater chance of staying asleep all night long.
